I have the honour to forward for the
signification of His Majesty's pleasure Ordinance
No. 23 of 1937, intituled "An Ordinance to apply a
sum not exceeding twenty-six million three hundred
and thirty-eight thousand three hundred and forty
Dollars to the Public Service of the year 1938"
together with the Attorney General's report thereon.

The Bill as read a first time, copies of 4 which were forwarded with my despatch No.598 dated
the 23rd September, 1937, was amended to its present
form as the result of some last minute changes in
the draft Estimates. Copies of a memorandum setting
forth these changes in detail, together with copies
of the revised draft Estimates, are enclosed herewith.
3.
I enclose also copies of the Hansard report
of the meeting of the Legislative Council held on the
13th October, and of the report in the "Hong Kong Daily Press" (uncorrected) of the meeting on the
20th October. These enclosures contain full details
of the debate on the second reading, and of the
Committee stage of the Bill.
4.
All aspects of the draft Estimates are
